That’s all fine and dandy, but you’re forgetting something rather important - what is in wokescold consultantocrat terminology roughly called “compliance”, and what I call “enforcement”.
How exactly are you going to enforce this sinister rapekrieg by the high-IQ elite genii? This works for chimpanzees and other apes where brute force is king - but the good ol’ rock-opposable thumb combo was the first great equalizer well before Sam Colt. Africans, burdened by random disease and whatnot, never really successfully went past this - and their reproductive model is essentially “first one to chuck a spear at the biggest and smartest guy gets all the women”. What I’m saying is, it’s physically impossible to apply this model in a modern society. Heck, it’s impossible to apply in even the most primitive technological society.
The Aryans didn’t do what they did by just waltzing in and taking everyone’s women - as a matter of fact their attempts to penetrate the Farmer societies were rather difficult, and many found themselves enslaved instead. It took a global catastrophe to collapse their societies into a giant murder orgy from Britain to the Balkans where all the men literally killed each other for the Yamnaya/Corded Ware to actually start their invasion, which was contingent not on them being bigger and stronger, but instead having technological and logistical superiority.
Any civilized, powerful society insisted on stringent regulations of sexual relations and formalization, with specific trends towards monogamy for a very good reason: having a bunch of incels around is generally not a very good thing and tends to result in a lot of revolting. The one that can satisfy the basic needs, which includes sexual needs, of the bulk of the population simply always wins against the one that doesn’t.
This doesn’t even cover the actual elephant in the room - the fact that eugenics as we think of it is essentially obsolete. Custom viruses were a thing since the Cold War. We have a pretty good knowledge of the human genome. A willing regime with the resources required could essentially ensure a solution that causes the global average IQ to rise to 200, if not more, deployable within 10 years, or less. It’s a question of, if you’ll excuse the term, balls.
You could create an asymptomatic, super-infectious virus that would deploy a DNA packet that would make every child of a carrier essentially a supergenius. This is possible by the end of the century, and by this point, no decline in global IQ or societal upheaval can really stop it. It’s much wiser to focus on that than on harebrained schemes that are impossible to implement.
